用途:

• DOU+ 成本计算：给定投放账号 + 作品 + 推广目标，返回各预算档位的预估（套餐 / 价格 / 预计效果）
• 此接口需要用户提供有效的 www.douyin.com 网页版 Cookie

参数:

• cookie: 用户的 www.douyin.com 网页版 Cookie（必填）
• sec_uid: 投放账号的 sec_uid（必填）
• item_ids: 作品ID，多个用逗号分隔（必填）
• target_id: 推广目标ID，默认 31（点赞评论量）。31=点赞评论量, 32=粉丝量, 33=主页浏览量, 37=视频播放量, 45=评论链接点击, 78=高质量互动

返回:

• 各预算档位的套餐 / 价格 / 预计效果
